IMPLEMENTASI KEBIJAKAN RENCANA STRATEGIS DALAM PENGUATAN FUNGSI KOORDINASI DI KEMENTERIAN KOORDINATOR BIDANG INFRASTRUKTUR DAN PEMBANGUNAN KEWILAYAHAN

Abstract


Penelitian ini menganalisis implementasi Peraturan Presiden (Perpres) Nomor 80 Tahun 2025 tentang penyusunan Renstra/Renja Kementerian/Lembaga, dengan fokus pada bagaimana penyusunan Renstra Kementerian Koordinator Bidang Infrastruktur dan Pembangunan Kewilayahan (Kemenko IPK) berkontribusi pada penguatan fungsi koordinasi lintas sektor.  Penelitian menggunakan pendekatan kualitatif berparadigma interpretivisme/konstruktivisme, memadukan studi dokumen dan wawancara dengan kerangka implementasi kebijakan Grindle (content of policy dan context of implementation). Hasil menunjukkan bahwa secara formal Kemenko IPK telah mengikuti tahapan Perpres 80/2025 dan menegaskan substansi seperti cascading, integrasi manajemen risiko, serta standar penyusunan.  Namun, implementasi bersifat teknokratis sekaligus politis-administratif: perumusan indikator koordinatif memunculkan negosiasi kepentingan, ego sektoral, revisi berulang, serta kebutuhan penguncian keputusan oleh pimpinan.  Renstra berfungsi sebagai instrumen koordinasi melalui penyelarasan prioritas lintas unit, rujukan dalam forum koordinasi dengan kementerian mitra, dan penjagaan konsistensi Renstra–Renja, termasuk tindak lanjut melalui mekanisme monitoring (misalnya tabel kendali masukan). Temuan menunjukkan dimensi konteks implementasi lebih dominan daripada desain kebijakan, sehingga budaya integratif dan peran pimpinan sebagai mediator menjadi kunci.  Faktor penghambat utama meliputi perbedaan data/baseline, tekanan waktu, perbedaan persepsi pimpinan, serta keterbatasan efektivitas koordinasi daring.  Rekomendasi menekankan pedoman internal yang lebih rinci, penguatan integrasi data, dan pendalaman manajemen risiko agar Renstra makin substantif sebagai alat penyelaras kebijakan
